To avoid too much confusion for players that aren't familiar with the CIA (unless you can word it out very, very well) then perhaps fictional terrorist group would work? Or even just mad scientists....

Zombies!!! A zombie acopalypse would be hella fun to play out. As to the cause, why not make it a man-made disease spread? Maybe some government or something came across this virus by accident and...
